Acting president

Václav Havel resigned at 20th July 1992. As far as I know, in cases like that Czech (and in that time Czechoslovakian law) states that some competences of president goes to the prime minister. However, Czechoslovakian law doesn't support anything like post of "acting presidency". So even tho Stráský had technicaly competences of president, he wasn't one, he was still "just" prime minister.
