Correction in Finite Element Model explanation?

is there a mistake in the following found in the Finite Element Model section?

p2nd(0,1,3) = p2nd(0,2,2) = p2nd(0,3,1) = 0 (player A may not end up 3rd)

Should the text instead say something like, "player A has 0 chips so has no chance to end up 2nd", or more succinctly "player A ends up 3rd"?
