"The status of foremost power globally implies that of superpower."

Does it really? In a hypothetical situation in which no single country is really able to dominantly project its power on a global scale–which is the definition of a superpower–, there may be a country that nonetheless stands out as the most powerful, which then would be the foremost power without being a superpower. This probably applies to most if not all countries before the Industrial Revolution, as there was probably no country or even empire back then that could dominantly project its influence on a global scale because of the lack of globalized economic, military, cultural, technological, and political connections and networks that would be largely influenced by a superpower.
