This article says that the Habitual Residence Test includes the Right to Reside test. I don't believe that's true. They are 2 separate tests with different criteria. See, for example, http://www.adviceguide.org.uk/wales/benefits_w/benefits_coming_from_abroad_and_claiming_benefits_hrt/benefits_if_you_fail_the_habitual_residence_test.htm.
