The title "Bhutan's Council of Ministers" appears to be synonymous with "Lhengye Zhungtshog", and so there should not be two articles. I think that page has some history that could be incorporated into the first few paragraphs here. Grafen (talk) 11:08, 29 December 2009 (UTC) Reply
