What is meant? A user banging around the watch or an unqualified watchmaker tinkering inside?

Just another way to say mechanical movements are obsolete

Notice that the quartz standard is 0.2 seconds per day while the mechanical standard is -4/6 making the quartz requirement 20 to 30 times more stringent. Buying an expensive mechanical 'chronometer' makes no sense when available quartz models are so much more accurate and less costly.
