Lead figures in infobox

What is the standard being used to place people in the lead figures? Because I think the most Vicente Fox and Xóchitl Gálvez have done is tweet about events during protests or votes (hence we should remove them). And Ifigenia Martínez y Hernández has also done nothing for the protests other than being the President of the Chamber of Deputies (I'm not sure on this but I think she hasn't even commented on them in public statements).
