In main(), you have to start the timer:

Change

MX_TIM3_Init();

to

HAL_TIM_PWM_Start(&htim3,TIM_CHANNEL_ALL);

For the pin, if you define TIM3, and set channel 1 to PWM, it automatically defines what pin to use, see below.
