Creates a new ECPublicKeySpec with the specified parameter values.

Parameters:: w - the public point.; params - the associated elliptic curve domain parameters.
Throws:: NullPointerException - if w or params is null.; IllegalArgumentException - if w is point at infinity, i.e. ECPoint.POINT_INFINITY
