Even though we are not using overlapped I/O, we still need to set the
WSA_FLAG_OVERLAPPED flag on the socket, to allow multiple threads
using it concurrently.

I think it should be opened with overlapped. I don't think cancelation was investigated thoroughly. And this time there should be comments to describe the reasoning behind the flag.

It makes sense that cancelation didn't work before, because we're using NtCancelSynchronousIo. Per the name, that won't cancel overlapped operations. The solution to this ties in with the work Andrew (削除) is doing (削除ここまで)has done wrt cancelation of overlapped operations (motivated by the upcoming "batch" API).
