This commit tries to clarify that all capture values in an inline for loop
are not necessarily comptime-known. The previous wording seemed to imply
that they were, whereas the actual guarantee is that they will be comptime-
known only if their source is comptime known.
The wording of this commit comes from mlugg, as they are a more knowledgeable
source on the semantics than I am.
