scratch: Reduces the time to list all the installed packages. Also allows to filter them. #4

Hey guys, skipping allinstalled() and using just one sed can improve the list of installed packages to milliseconds.
Let me know if this sounds good to you.

$ scratch installed | wc -l
394
# main branch
$ scratch installed
...
________________________________________________________
Executed in 5.90 secs fish external
 usr time 3.91 secs 0.00 millis 3.91 secs
 sys time 1.94 secs 3.44 millis 1.94 secs
# proposed change
$ scratch installed
...
________________________________________________________
Executed in 629.43 millis fish external
 usr time 175.45 millis 1.41 millis 174.05 millis
 sys time 469.84 millis 1.13 millis 468.71 millis
