The donor/recipient/hub tabs has locked us into a specific food delivery model we want to move away from. This removes those tabs, removes the active/inactive grouping and shows all sites in a flat list. Active/inactive still exists, but isn't shown on the index page.

The donor/recipient/hub tabs has locked us into a specific food delivery model we want to move away from. This removes those tabs, removes the active/inactive grouping and shows all sites in a flat list. Active/inactive still exists, but isn't shown on the index page.
While inactive sites as a concept are useful, it's less useful to group them in
the way that we were. They're now in a flat list.
