rgb 55ffad3e8e feat(wow): add DM6 agenda spec and store-on-scribe agent page factory 
* add DM6-AGENDA-SPEC.md as top-level coordination spec for DM6 Agenda in WOW
* introduce LePage>>storeOnScribeAgentSpec to generate the store-on-scribe agent spec Lepiter page
* create corresponding page in workspace/wow/lepiter to keep GT knowledge base in sync with the code and docs
