Could those get in "by accident" – e.g. when creating your cert, having mistyped, and using backspace (I vaguely remember some such issue when the key was generated on Windows)?

I'd also suggest flagging any APKs with control characters in the issuer DN.

RE "bad certificates"

  • apkrepotool will support having a compatible sha256 blocklist
  • the scanner should also be able to check for e.g. O=Android CN=Android Debug
