Ported from the Alpine port APKBUILD. Patch file and one dependency omitted as they weren't explicitly used, and don't seem to be needed for a successful build and check.

Follow-up re. python-installer, though that doesn't seem to be needed for gpep517. Working toward uv.

I've emailed the Alpine port maintainer for clarification or correction on the apparently-unneeded dependency and patch.
