network.cookie.chips.partitionLimitDryRun = false seems to potentially cause a crash right now (Bug 1971020), so I think we should maybe keep it enabled until that is fixed properly (at which point we will probably also just get the pref flipped by default). Enabling network.cookie.CHIPS.enabled is a good point though. That pref will also be flipped by default in 141.

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
