This was previously included in ETP strict, but removed. By adding it back here we are keeping the status-quo.

We should probably also set network.cookie.CHIPS.enabled to true & network.cookie.chips.partitionLimitDryRun to false.

network.cookie.chips.partitionLimitDryRun = false seems to potentially cause a crash right now (Bug 1971020), so I think we should maybe keep it enabled until that is fixed properly (at which point we will probably also just get the pref flipped by default). Enabling network.cookie.CHIPS.enabled is a good point though. That pref will also be flipped by default in 141.
