--import-override is maybe confusing, because this changes the target of of --import-global to "import all except override".

I agree and its a good point: Not failing but skipping and logging the file is targeting here! (Also when used in an automatic pre-commit hook.)

WIP: Feature/1190 Use toml at annotate

I changed my implementation to feature-1 by introducing the --import-global option. Great idea to keep backward compatibility! In my view, this is a spec-compliant improvement to the annotate...
