app-initiated Fullscreen doesn't always work

Can confirm, has some inconsistency. Sometimes pressing a hotkey in a program to initiate its fullscreen state does work (i.e. F in Showtime).

No concurrency with niri here, but it spawning from tty might have something to do with the root cause. I use ly, a TUI based display manager. It might be prevented by having a graphical display...
