This PR introduces link checking to prevent dead ones. Local references are skipped.

related issue: forgejo/docs#583

WIP since I'm not yet sure if it's working as I think it should. I need to run a test on my own instance to be certain.

They won't. or rather I'd be surprised if they did. I copied the example workflow and added some modifications (added args so the entire thing isn't just "404 on file:///[...]/authors" because authors.md exists). I'll remove that in a bit.
