(Scope of) Moderation of Forgejo instances

in the interim before any scan-for-suspicious-content thing, bulk-moderation might be something that helps smaller instances

the current workflow of having to go to the user list -> open each...

hm, hanging in "request sent" can happen if we never recieve an Accept activity back from the server - so this'll be some good old fashioned AP debugging

owners and mantainers are two seperate groups, "owners" is just people with org-wide settings access
