fix: make stage3 and llvm build on linux/arm64

Ready for a new review, now with lesser patch size thanks to changes implemented previously. These patches on top of 2026060 work for bootstrapping Talos and have been tested in Talos' CI

Here it fails when nothing is to be downloaded. For example, src/fetch.py filesystem, or any package that has everything already downloaded
