Detailed description
This PR fixes an issue with programing Lattice ECP5 devices in SPI mode over JTAG when there are devices in the JTAG chain after the ECP5.
Due to how SPI mode works, we need to inhibit post-scan re-alignment when issuing SPI commands that don't have any readback data. This was not done prior causing malformed SPI traffic to/from the flash chip.
