Can I import NoScript settings in nuMatrix?

You can import whitelist NoScript rules. Go to the My rules pane in nuMatrix's dashboard, then click Import from file.... You can select a NoScript backup file and nuMatrix will import what it can from the backup file. The imported rules will apply to the script column of the global scope only.

Can I import RequestPolicy settings in nuMatrix?

You can import whitelist RequestPolicy rules. Go to the My rules pane in nuMatrix's dashboard, then click Import from file.... You can select a RequestPolicy backup file and nuMatrix will import what it can from the backup file.

What happens if I import an invalid file?

Added in nuMatrix (#704). If you import a file that contains no valid rules, nuMatrix now shows a warning ("No valid uMatrix rules found in the selected file.") instead of silently doing nothing, so you can tell the import did not take.

Do exported backups and rules have a timestamp?

Added in nuMatrix (#531). Yes — exported backup and rule files now include a timestamp in their filename, making it easier to keep and identify multiple dated backups.
