FE - update routes to allow page size with /by; call BE with the page size; add another run option - expose to network for remote development

BE - update default page size
BE - create new settings table, limit what can be saved there, add chores page size setting + services, use the setting when fetching chores; create new spring profile to expose the backend to the network for remote development
BE - update SettingsController - fetch particular setting item instead of general method (for now)
