[CLI] Show trackers and clear backoffs #482

Trackers have a backoff mechanism where trackers that have errors are queried less over time. Someone might want to get some information about the trackers on a sciop instance to see trackers that have been broken for awhile, and if a tracker has recovered from some error, to clear the backoff.

CLI commands to show trackers with some simple summary info, and also to clear backoffs, either for all trackers or a list of them
