Also use Java 21, Paper 1.21.10, stop Paper from remapping the plugin and dynamically generate the plugin version and include the timestamp/build number
This gets rid of static abuse and also prevents each command from
 having to make an expensive file load call on every execution.
 Also move more messages to the config file in the listeners
- Make format configurable in messages file
- Remove static usage in favour of dependency-injected map
- Use UUIDs instead of storing (and leaking) Player objects
 (this also fixes that /r would not work after a relog anymore)
- Use components and non-deprecated chat event
- Make prefixes configurable and unify chat and tablist prefix usage
- Add player head in chat and join/leave messages
- Add full formatting in chat via MineDown
Also simplify commands and make more of them accessible via console
