Daily email_notifis.sh script suddenly always failing

This problem is still happening in the V1.7 branch. I know the fix was committed, but the fix seems to no longer be in the code base.

Daily email_notifis.sh script suddenly always failing

My testing proved it is failing because accounts created via "Add Local User" have a NULL verification token. So to get around it, for now, just to make it work, I modified these two files...
