docs: write DESCRIPTION manpage section #133

The manpage DESCRIPTION was a "Coming soon." placeholder. Fill it in with a concise overview of what validns does: parsing with exact error reporting, the always-on structural/consistency and DNSSEC checks (RRSIG verification against DNSKEY, signature validity periods, NSEC/NSEC3 chain consistency), the opt-in -p policy checks, intended pipeline use, -f behaviour, and exit status.
