To check on 3.2 I installed a fresh Python 3.2.1.1 on Win7 x86 32bit and it has the same problem. So this issues is valid on 2.7.2.1 and 3.2.1.1 I --dry-run Roger patch on both 2.7 and 3.2 with no errors or warnings messages and after patching it fixes the issue on both versions.
