Bug Description
Unity launcher is set to 'dodge active window' via CCSM. If you have a maximised window the launcher dodges as expected. If you then open another, non-maximised window the launcher likewise behaves properly. If you close the non-maximised window while the launcher is present and re-focus on the maximised window, the unity launcher remains.
Strangely, the launcher will not dodge until either a tooltip is shown (for instance hovering over a tab in firefox) or you un-maximise the window. Any other action, for instance clicking, typing etc, even minimising and maximising the window, causes the launcher to remain in place.
Steps to reproduce:
1. Open Firefox maximised. Launcher should dodge.
2. Open CCSM. CCSM opens in top-left corner of screen, launcher dodges.
3. Move CCSM to centre of screen, launcher re-appears.
4. Close CCSM. Focus returns to Firefox, launcher does not dodge.
5. Click, navigate, type, scroll etc. within firefox. Launcher does not dodge.
6. Mouse over tab, launcher dodges when tooltip appears. Thereafter behaviour is as expected.

OK I gather I should have used apport to file this bug, but running 'apport-collect 734681' simply pops up a screen saying "No additional information collected." My unity version is 3.6.4 running on Natty 64 bit.
I don't know if it is related, but anyway, I find this behavior looks like what Christian reported.
* Close all opened windows, if any;
* Open Firefox (or any other app: I tried with LibreOffice Writer and Nautilus too). If not in full screen mode,put it into full screen, then close Firefox and open it again.
If there are no other opened windows and Firefox is launched in full screen mode, Unity Launcher does not hide.
* Click on a blank space in Firefox: the Launcher still shows;
* Click on a blank space in Unity panel: the Launcher still shows;
* Click on a Firefox menu (i.e. Files): the Launcher hides;
* Click on Firefox address bar: the Launcher hides;
* Click on the search textfield in the HTML startpage: the Launcher hides.

it continue to happen also today after upgraded unity to 3.8.10
I am wondering if my bug report (bug 764272) is the same issue or not ...
