No problem, it's perfectly safe in Xen for users to run whatever they please 
as a kernel. If it tries to access things it shouldn't, the accesses will 
safely fail. All security is enforced by Xen.
It'd be rather nice to have a Xen "bootloader" allowing users to choose a 
kernel they'd compiled without help from a sysadmin. This is not technically 
difficult, so it's just a question of someone putting the time in.
