[Dxbase] Prefix for South Sudan - now that they have become a member of the ITU

The "usual" practice if for the ITU Secretary General is issue a prefix
based on consultation with the involved parties. The SG has authority to do
so in between Conferences subject to ratification at the next Conference, it
is just a 'boiler plate' item on the Agenda. In my 20 years of attending all
the Radio Conference from 1992 through 2007, I don't recall it ever being
controversial.
Country dialing codes are another matter because there are REVENUE issues on
splitting the termination of calls charges for carriers. The recognition of
Southern Sudan by the ITU included the announcement of their international
dialing code!
