[Dxbase] Slow comm to Icom 756PROIII

Well here I am replying to myself. "Stock" the interface works pretty well,
but I experimented with the Pacing and EOC settings in the 756ProIII section
of radios.ini anyway, to see if I could make it faster.
First I changed the comm baud rate from 4800 to 9600. Then I experimented
with Pacing. I was able to reduce the Pacing all the way from 5 to 1 and
the interface still worked reliably.
Then I tried the EOCs. I changed them all (all the non-zero ones) from 100
down to 10 and the interface still worked reliably.
But, with all these changes, there was scarcely any difference in the radio
control quickness. A basic QSY took slightly more than one second before,
and with the speeded up settings it took slightly less than one second.
Since the changes made little difference, I backed off Pacing from 1 to 2,
and the EOCs from 10 to 25. Radio QSYs still take a bit less than one
second, which as I said before is "not too bad."
