[Dxbase] QSLing enhancement for DXB2008.....

I agree with this idea. I have been at this QSLing pretty hard for the last
4 years. After trying everything you can think of, sometimes you just have
to give up. I had been thinking that maybe I would use the "invalid for
DXCC" but the flag would be a better solution.
