[Dxbase] Summary window and filtering.

In DXbase 2006, a new user option was added to the internet and VHF packet 
tabs. This option allows you to specify when the summary window is updated. 
Choices are based on incoming spot to the internet and VHF packet window, or 
you can choose that updates only be made if a spot is loaded into the DX 
Info window.
