[DXBase] G/GD LoTW import going wrong

DXB does not use the DXCC number system to map callsigns.
First off the numbering system varies with DXCC and adif.
there are some discrepancies and until they are more correctly standardize I believe DXB
is taking the correct approach.
I had to look at the ADIF standard a while before I saw the variations.
LoTW is causing some modifications in adif which aren't implemented as yet.
