The bureaus go by the number in the call district.

So all cards for all calls with '6' go to the W6 Incoming QSL Bureau

The only exception is with 4's, since the 4th District is split between two bureaus. due to volume. But, again, you send the cards in based on the call, not which state or call district that the operator currently lives in.

Hi all,
one question on US QSL bureaus.
If I had worked a station with a K6 callsign and I would like to send him a card via the bureau,
the card will forwarded to the W6 bureau, I assume.
But what happens, with my card when the K6 OM lives in North Carolina? I saw this
when I checked the call in QRZ.com. Will the card even reach him (of course he must be a ARRL member etc.).?
I think NC belongs not to the W6 bureau.
