[Dx-qsl] Italian post office discounting IRCs?

I do not take envelopes into the PO. I go in, and just trade an I
RC(or more) for overseas stamps, then take them out and put them on the
envelopes and mail them. They have never given me a problem that way.
In fact, I had a couple dozen of the old style, when they started
changing everything up, and took them all in and got stamps.
