[Dx-qsl] Italian post office discounting IRCs?

And this is why I've never, ever tried to redeem one. I use them for
managers in relatively-common countries or where the managers have expressed
a preference for IRCs. If I'm ever in the position of getting in more than I
need for my own personal QSLing duties I'll just recycle them to the DX
community and let someone else worry about them. I prefer to buy 'em
recycled, too, so there's no Post Office involvement on my part.

Thats why the PO is going broke

know I'm going to be on the road early and won't be able to make it to my
local post office, before they close. Yes, I could wait a day, or two, or
even a week; but I don't want people to have to wait too long, for that
precious QSL. So far, out of all the post offices I've visited all around
TX, none of them knew how to "cash" an IRC.

Manual's pages that describe how to process IRCs in my glove compartment.
And I take it inside with me, every time I visit a new post office. It
works, all the time, with those who are willing to compare my printout to
their own copy of the IMM. And almost every time he/se will thank me for
them learning something new.
>> One place my explanation never worked was in Del Rio, TX. The last time I
tried it I was asked to wait because the postmaster wanted to call the big
post office in San Antonio, to check. Twenty minutes later he comes back;
then claimed that he couldn't give me a stamp because the envelope was going
to Europe but the IRC was issued in Japan. He said - literally: "you can
only get a stamp for this letter if you mail it to Japan". Duh! Never even
bothered to read the words on the back, nor check his IMM.....

having seen one, and fear of giving someone free stamps. I understand that
all too well; but there are some serious knuckleheads out there too!

I ran into this in the US...they wanted to go thru the IRCS and determine
the postage based on the date the IRC was stamped (made for a lot of fun for
the unstamped ones!). Thats why I tend to keep whatever I need to exchange,
go to the post office once, and plan to spend an hour 'educating' the
employee about the task.
