[Dx-qsl] IRC-GS postage chart

I've updated the chart with the very few updates I've received.
Please take a look and report to me on the country you reside it.
I must restrict info to first hand only, to avoid errors.
One interesting email from Paraguay reports that Postage rates have 
skyrocketed and it costs more than 3ドル.00 US to post a letter to a 
foreign country.
ZP6CW strongly suggested those needing qsl confirmation use LoTW.
We are still missing MANY updates. In fact some countries have NOT 
provided me with info and cost since 1999.
It safe to assume those postage rates are inacurrate.
Please take a minute to look at the list and post info with the
cost in IRC's for USA
cost in USA GS's for USA
cost in IRC's for other countries, and other continents.
