My take on this is to reply to it if it's of little or no cost to you. It
doesn't hurt and perhaps the gent on the other end may really appreciate
your card's design if it's unique enough.
For my own operations, if a station sends me an unsolicited bureau card and
I've never QSLd him before on that band/mode, he gets a card. Cards are
cheap, and as a bureau sorter, I don't pay to send them out, so everybody's
happy.
I generally do NOT reply to contest-only cards unless they have PSE QSL
checked off.

I started to become active in RTTY contesting last year and am now starting
to receive hundreds of unsolicited bureau QSL cards for those contacts. I
would say that about two-thirds of them specifically state "PSE QSL" which I
am more than happy to do, but how should I handle those that simply say "TNX
NICE QSO" or simply contain nothing other than the QSO data?
Part of me wants to think that they wouldn't have gone to the trouble of
sending me a card if they didn't want one in return, but is that a valid
assumption? Would it be rude of me to not return a card without an explicit
"PSE QSL?" The time and cost to me of a bureau return is negligible, but is
it naive of me to think that every unsolicited QSL is a request for mine??
I want to do the right thing, but I'm not always sure what that is.
