IMHO (YMMV, VWPBL(STn)):
If the card says "PSE QSL," etiquette would be that a return QSL would be appreciated, therefore, please send it whenver you can.

If they don't ask for one, though, then they may simply think you'd like one. So a return card would be optional.

a request for mine??
I want to do the right thing, but I'm not always sure what that is.
