I am a sorter in the W5 Incoming and I have returned to sender US-US cards with a note as to why, 
NENAD: Not clear is US-US means "One-US(sender) to ALL US", 
 or "One-US (sender) to ALL W5s"?
 If the former is correct, you may have returned all
 but W5s. If the later is correct, it was sent the right way.
 
 Anyhow to return QSLs costs you money. If you sort, than
 the claimant will pay the bill.
"I neither have the time nor the inclination to sort US-US cards unless it is for a DX QSL Manager". 
NENAD: Certainly we respect your position. But keep in mind that
 QSL bureau is a "Public Service", and should pe provided
 equally to everybody. If you do not have enough time you 
 can always find helpers, rather than spending money for 
 returns. 
I may be a group of one. Just my thoughts on the matter.
