I am a sorter in the W5 Incoming and I have returned to sender US-US cards with a note as to why, "I neither have the time nor the inclination to sort US-US cards unless it is for a DX QSL Manager". I may be a group of one. Just my thoughts on the matter.

US-US traffic. It may also apply to regional bureau to

However incoming bureaus are intended to
sort anything that comes their way. How do you think
US qsl managers would do for US requests?
They may refuse to return mis-directs, SKs, not claimed
Etc... cards that are sent to them.

Most US buros will not handle US to US cards FYI
Outlying areas, territories etc are not a problem
