I also used QRZ.RU, but it had a different address for Vlad just a few
months ago (17 Kirov Street). Looks like it caught up now to the PO
Box.
You are correct, the addition you refer to is Udmurtiya, the oblast'.

Wonder what Russian Callbook you're using ?
In QRZ.RU the address is the same as QRZ.COM (PO Box 2040) just with
the addition of an extra name after the city name (maybe the
oblast...dunno?).
