[Dx-qsl] When does it make sense to mail directly to an incoming DX bureau?

Interesting link, but what the heck is an "M Bag" and how do I use that to send a bulk shipment of QSL cards to the buro?

The 2ドル.50/pound surface rate was from the US overseas - countries like United
Kingdom, Japan, etc.
