Amen to that. I requested and received 3 LoTW certificates this week, for 3 
different DXCCs. There was a short delay because N7NG was out of the country 
(it took 2 days this time, instead of the usual less than 24 hours); but 
other than that everything went smooth, and the logs were uploaded the same 
day I received the certificates.
There's nothing to it. Thousands of foreigners, some of whom had problems 
understanding the LoTW instructions, have succesfully applied for a 
certificate. Most of them need more proof of identity then US based 
stations.
So what's the problem? One can only guess.....
