Hi Doug,
Yes, I believe such a list is necessary, but it can't be something only
contributed to by 1 or 2 people. Maybe a blog or something? Or a way to
tally the number of votes for a particular candidate (the one election you
don't want to win, hi hi). I'd vote for my own personal QSL hell in the
form of ER4DX. Direct, buro, Not even registered, 5 tries in total, have
gotten one from him.
One important thing would be that once cards regularly flow again, to make
sure his info gets stricken from the list. I.E. single guy who manages a
fairly low-volume DX station, gets sick or computer blows up,
whatever...situation resolves itself after a while. The problem here is
latency on the net. Google Caches might turn up something bad even after a
situation was resolved years ago.
