[Dx-qsl] Buro envelopes

Could someone from 'that side of the pond' let me know who decides how
many cards go into an envelope from the Buro ?
Over here, the Amateur concerned supplies his sub manager [in the case
of M5's - me] with stamped addressed envelopes.
28 or 21p second class will take 15 or so cards which is about the norm
that I get sent.
It sounds as if envelopes over there are crammed full - who pays the
postage, are the envelopes 'pre-stamped' or what ?
Any doubts I have about the security of an envelope, I will add
stickytape to try and avoid problems. [Not always succesful]
